Bone Habour is a portcity of 20.000 inhabitants located inside a fjord on one of the southern coastlines of the Wasting Tundra, west of the mouth of the White Sea. The regions called the Stormlands due to the high prevalence of violent storms. Bone Harbour gets its name from the giant skeleton of a long dead behemoth inside of which the city is build. The skeleton has a dampening effect on the local weather which makes it possible to have agriculture fields around the city’s land limit.
The entirety of Bone Harbour lies inside the massive skeleton, the higher up inside it a house is located the higher the status of it’s owner. The palace of the queen of Bone Harbour is a part of the monsters skull and the ruling council that advices the queen – the council of bones make their meetings in a hall located in the beasts neck. The city has three layers that also mirrors the social strata of Bone Harbour; hollowchest where the villas of the nobility is located. The bulk of the inhabitants live on ground level in the two districts the guts and salt-fingers (the habour). The marrows district lies under ground inside a series of hollow bones, here the lower class lives (called the bone gnawers). Lastly is the bowels district where the city’s population of worker slaves live, it’s technically on the same level as the guts district, but is considered separate.

The society of Bone Harbour is an elective monarchy who’s regent is chosen for life by the council of bones, the council in turn is composed of 25 nobles who is chosen through a complicated series of favour trading and back scratching (and stabbing). The current ruler of Bone Harbour is Asala Hawkstone (age 62).
The city-state is a vassal of the Realm and it’s satrap Peleps Lafarga Ganis has a veto privilege in local politics. The nobility owns all real estate and resources of Bone Harbour and it’s immediate environs, and rent out permits and access to it to the citizenry. The citizenry of the city-state is anyone who owns a business or have a vocation that can be taxed. They have the right to participate in public assemblies and opinion poles. The bone gnawers is a free person who lives in the city, but isn’t a citizen, they either do odd jobs, hunt or gather things of value beyond the city or commit crime.
Slave ownership is strictly regulated by the Realm – only it’s government, members of it’s dynasty and local nobles with a special permit may legally own slaves. An ironic proverb of the citizenry (and bone gnawers) is “even the house slaves of the nobility look down upon us”.
